Ouachita ATV Club Bylaws
Article 1 Name, Location and Purpose
Section 1
The name of this club shall be Ouachita ATV Club. The primary location of the club will be Polk County in the state of Arkansas.
Section 2 The purpose of the Ouachita ATV Club is to:

  • Promote ATV riding as a family activity.
  • Educate the public about safety, proper trail etiquette, and environmental responsibilities.
  • Develop and maintain a working relationship with the US Forest Service, in particular the Ouachita National Forest, and to monitor, maintain
  • and develop the clubs adopted trail, The Wolfpen Gap ATV trail system.
  • Pursue grants and other programs that will assist in our efforts to improve atv safety, enjoyment, and the development and maintainance of sustainable trail systems.
  • Assist local law enforcement in local search and rescue activities and
  • other similar purposes.
Article 2 Membership
Section 1 Membership shall consist of the following without regard for sex, race, or religious beliefs:

A) Individual membership: individuals 18 years of age and over.

B) Family membership: primary member, spouse, and any children living iin the same household.

C) Group membership: 10 or less members of a business or organization.

Section 2 Membership is open to all atv owners, enthusiasts, and individuals who file a membership form with the club, agree to the club purposes, and pay one years dues.
Section 3  A member may resign at any time upon written notice to the secretary.
Section 4 Membership may be terminated by the majority vote of the board of directors in the event of non payment of dues or for other actions not consistant with the club bylaws.
Article 3 Dues
Section 1 The amount of dues for this club shall be, $15.00 for individual membership, $25.00 for family membership, and $75.00 for group membership.
Section 2 Dues are due by the January meeting of each year. If you join after the January meeting you are still responsible for the full amount of dues for the remainder of the year.
Section 3 All membership dues are non-refundable.
Article 4 Fiscal Year
Section 1 The fiscal year will run from January 1st through December 31st of each year.
Article 5 Officers
Section 1 The officers of the club shall consist of: President, Vice-President, Sec./Treasurer, and Four Board of Director members. These seven people shall constitute the clubs Board of Directors. Management of the Ouachita ATV Club is vested in the Board of Directors.
Section 2 The officers shall be elected by the members by vote at the January meeting. Vacancies occurring shall be filled by the Board of Directors at any meeting.
Section 3 All officers shall take office immediately upon election and hold office for a period of one year or until the January meeting if they are filling a vacancy.
Section 4 The President shall preside at all meetings of the club and shall carry on those responsibilities assigned to him or her by these by laws and by the Board of Directors. The president shall appoint all special committees of the club.
Section 5 The Vice-President shall perform the duties and have the powers of the President in the absence or temporary incapacity of the President.
Section 6 The Secretary/Treasurer shall keep all club records including minutes of meetings, membership roster, list of committees, shall send out notices of meetings, receive applications for membership. Secretary/Treasurer shall also keep all financial records of the club and disburse such funds as directed by the club. Minutes of the previous meeting and a treasurers report shall be prepared for each monthly meeting. Special committees may be formed to aid in the responsibilities of the Secretary/Treasurer.
Article 6 Conflict of Interest
Section 1 All officers, board of directors members, appointed committee members and authorized representatives of the club shall disclose any interest or affiliation they may have with any group or individual with which the corporation has entered or may enter into contracts, agreements, or any other business transaction, and shall refrain from voting on or influencing the consideration of such matters.
Article 7 Meetings
Section 1 Meetings shall be held the first Tuesday night of each month at a location and time determined by the Board of Directors prior to said meeting and made public to the members of the club by way of the forum on the club website.
Section 2 The annual meeting shall be in January of each year. The major business at that meeting shall be the election of officers and board of directors members.
Section 3 Nominations for officers and directors must meet membership guidelines.
Section 4 To vote you must be a qualified member, qualified members are active members at least 18 years of age and that have paid their dues in full.
Section 5 These by-laws may be amended by majority vote at any meeting.
Article 8 Dissolution
Section 1 In the event this club should decide to disband,all assets shall be given to a non-profit organization decided upon by the board of directors.
